Fluency lets non-programmers evolve their own user interfaces, effectively reprogramming their computers, without programmer aid.
Fluency is a user-interface builder for non-programmers as well as programmers. Fluency isn't simply a visual user-interface builder as in traditional programmer-oriented IDEs; it presents a visual decomposition of arbitrary sets of interfaces that users can manipulate and rebuild visually without deep knowledge of traditional source-code style programming. Programmers, behind the scenes or across the net, build the component parts of such user interfaces, the widgets, then either programmers or non-programmers can combine and recombine those widgets, and also share their new configurations with anyone. That new division of labor lets users do what they are best at - exploiting their interface design knowledge or their direct knowledge of the problem to be solved - while letting programmers do what they are best at - exploiting their computer knowledge.
